Functions of Sector Skill Councils

As per National Skill Development & Entrepreneurship Policy 2015, NSDC would constitute SSCs with following functions:

  • Skill Need Identification
    Mapping sector-specific skill development requirements, including the creation of detailed catalogues of job roles, skill types, and proficiency levels to support informed career pathways.
  • Skill Gap Analysis
    Conducting sectoral skill gap studies and maintaining up-to-date skill inventories to forecast future workforce requirements.
  • Standards Development
    Defining occupational standards, competencies, and qualifications, and ensuring their alignment with the National Skills Qualifications Framework (NSQF).
  • Quality Assurance
    Leading the standardization of affiliation, accreditation, assessment, and certification processes, in line with norms set by the National Skills Qualification Committee (NSQC).
  • Assessment & Certification
    Facilitating high-quality, third-party assessments and certifications for training programs aligned with Qualification Packs (QPs) and National Occupational Standards (NOS).
  • Trainer Development
    Planning and supporting Training of Trainers (ToT) programs in collaboration with NSDC and State Skill Development Missions (SSDMs).
  • Promotion of Excellence
    Supporting the establishment and recognition of Academies of Excellence to drive innovation and quality within the skilling ecosystem.
  • Inclusivity & Social Equity
    Promoting socio-economic mobility by facilitating access to skilling and employment opportunities for marginalized populations, including minority groups and persons with disabilities.
  • Industry Linkages
    Ensuring that trained candidates are linked to meaningful employment opportunities through industry partnerships and demand-driven initiatives.

Introduction

About Sector Skill Councils (SSCs)

The National Skill Development Corporation has positioned Sector Skill Councils as a cornerstone of India’s skilling ecosystem. SSCs serve as key industry-led bodies that bridge the gap between the evolving needs of industry and the competencies of the workforce.

The first Sector Skill Council was established in 2010 in alignment with the National Skill
Development Policy of 2009. Currently, 36 SSCs are operational. These Councils span across
all major sectors in India, encompassing both organized and unorganized, as well as
manufacturing and service sectors. They also cater to vulnerable and underserved
communities, such as domestic workers and persons with disabilities, to ensure
effective & inclusive workforce development.

SSCs are autonomous bodies, registered either as Section 8 companies or Societies. NSDC
serves as an incubator, providing initial seed funding to establish SSCs and guiding them in
effectively executing their roles and responsibilities, ultimately driving them towards self-
sustainability.
