What is Technical Intern Training Program (TITP)?

The Technical Intern Training Program (TITP) was initiated in Japan back in 1993 with the aim of supporting developing countries by hosting their citizens and imparting skills through On-the-Job Training (OJT). This program serves as a platform for international cooperation, facilitating the transfer of skills, techniques, and knowledge gained by technical interns to their home countries. By doing so, it not only enhances human resource development but also contributes to the economic growth of these regions.
In alignment with India's ambition to become the skill capital of the world, the Ministry of Skill Development and Entrepreneurship (MSDE), Government of India, has undertaken various measures to bolster skill development initiatives. One significant step in this direction was the signing of a Memorandum of Cooperation (MoC) with Japan's Ministry of Justice, Ministry of Foreign Affairs, and Ministry of Health, Labour and Welfare on October 17, 2017. This MoC aims to substantially enhance bilateral cooperation between India and Japan in the field of skill development.
Under this collaborative program, individuals from India are selected to undergo internships lasting three to five years in Japan. Upon completion of their internships, they are required to return to India and apply the skills they have acquired during their time in Japan. To oversee the implementation of this program, the MSDE appointed the National Skill Development Corporation (NSDC) in January 2018 to serve as the monitoring body.

Significance of TITP
Demand for Skilled Indian Workers Abroad

Skills and knowledge play a pivotal role in driving both economic and social progress in any country. With India emerging as a global knowledge-based economy, ensuring that its workforce possesses the necessary skills for contemporary employment opportunities is paramount for the nation's growth trajectory. India stands out as one of the youngest nations globally, with more than 62% of its population falling within the working-age bracket (15-59 years), and over 45% of this demographic being under the age of 30. Projections suggest that approximately 59 million young individuals (aged 15-30 years) will join India's labor force by 2023. Recognizing this demographic advantage, the Government of India is focused on enhancing the skill sets of its workforce to enable them to make substantial contributions to global economic and industrial advancement. With India's advantageous demographic profile contrasted with aging populations in other parts of the world, various international markets, including Japan, are actively seeking skilled Indian labor.
Japan – A Favourable Destination for Skilled People

Japan, renowned as the world's third-largest economy, is grappling with the significant challenge of population aging. With over 20% of its population aged over 65, Japan boasts the highest proportion of elderly individuals globally. According to a McKinsey report, Japan's working-age population is projected to decrease from 79 million in 2012 to 71 million by 2025, while its dependency ratio is expected to rise from 0.60 to 0.73 during the same period. This demographic shift is primarily attributed to a decline in the nation's fertility rate, resulting in an insufficient number of young people to fill the resulting workforce gap. Recognizing the urgency of addressing labor shortages amid its aging population, the Government of Japan has implemented various measures, including incentives for employing older workers and extending the mandatory retirement age. Among these initiatives, the Technical Intern Training Program (TITP) stands out as a program aimed at addressing labor shortages by facilitating the acceptance of foreign individuals who gain valuable skills and knowledge through technical internships in Japan.

Sending Organization
What is a Sending Organization?

Qualified and motivated young individuals who seek to enhance their technical skills through the Technical Intern Training Program (TITP) in Japan are selected and prepared in India by Sending Organizations. These organizations identify candidates based on specified eligibility criteria and provide them with pre-departure training in Japanese language, culture, and business etiquette. Sending Organizations are tasked with adequately preparing candidates to meet the requirements of companies in Japan. For a comprehensive understanding of the roles and responsibilities of Sending Organizations, please refer to the TITP guidelines mentioned above.
Become a Sending Organization

At NSDC, we continuously initiate processes to identify and onboard credible and competent organizations through a Request For Proposal (RFP) at our discretion. Organizations interested in becoming a Sending Organization will need to participate in the RFP released by us and meet the requisite conditions.
Furthermore, interested organizations must adhere to the Approving Standards, which are mandatory for all Sending Organizations. These standards are outlined in the Memorandum of Cooperation (MoC) signed between the Government of India and the Government of Japan.
